Where foreigners can and cannot own property in Oman

Integrated Tourism Complexes are open. Some places are closed by law.

  • Omani and non-Omani buyers may own land or homes inside licensed Integrated Tourism Complexes (ITCs), to live in or as an investment.
  • GCC citizens may own homes and land and are treated like Omani citizens.
  • By law, non-Omanis may not own in listed places, including Musandam, Al Buraimi, Jebel Akhdar, Jebel Shams and the islands, or own farmland anywhere. The same decree leaves the ITC system untouched.
  • Outside ITCs, a non-Omani resident may buy a usufruct right of up to 50 years, renewable to 99 in total, on one flat in a building in an area the Ministry designates.
