When you purchase freehold property in an Integrated Tourism Complex (ITC) in Oman, at any price, you become eligible to apply for an Omani residency permit for yourself, your spouse, and your dependent children. This is not a tourist visa. It is a full residency permit with the same rights as any other legal resident of the Sultanate. From OMR 250,000, Oman's investor residency programme adds 5 and 10 year permit tiers with wider benefits.

The permit is renewable indefinitely for as long as you hold the property. There is no minimum stay requirement. You do not need to live in Oman to keep your residency status. No employer is required. No local sponsor. The property itself is the only prerequisite.

There is no minimum price for the owner's residence permit: any registered freehold purchase qualifies you to apply. Spending OMR 250,000 or more unlocks Oman's 5 year investor residency, and OMR 500,000 or more the 10 year tier.

The property must be in an officially designated freehold zone. Every ITC qualifies, and Oman's 2026 Real Estate Registry Law is extending foreign freehold beyond ITCs as executive regulations roll out. All Tamlik-listed developments are eligible.

Owning freehold property at any price gives you the owner's residence permit described on this page, renewable for as long as you hold the property under Royal Oman Police Decision 87/2026. Separately, Oman's national Golden Residency programme (relaunched August 2025) grants a 5 year permit for investments of OMR 250,000 or more and a 10 year permit from OMR 500,000, extending to spouse, children, and dependent parents, with wider benefits such as sponsoring domestic staff. Higher-value purchases can qualify for both routes. Tamlik advises on the best fit for your budget.
No. There is no minimum stay requirement to maintain Omani ITC residency. You can hold the property and permit without ever spending extended time in Oman. You simply need to renew the permit at the standard intervals and continue to hold the property.
The residency permit is linked to your property ownership. If you sell the property, the basis for your residency ceases and the permit would not be renewable. However, if you sell and simultaneously purchase another qualifying ITC property, you can maintain continuity of residency. Speak to us about this scenario.
After title registration, the Royal Oman Police conducts a routine security and background check on all foreign property buyers. This is a standard procedure, not a special hurdle. It typically takes 1 to 3 weeks and requires no additional action from you beyond the documents already submitted. Tamlik handles the coordination.
Siblings are not covered. The owner's permit extends to first-degree relatives: in practice your spouse and dependent children, and Tamlik can confirm the Royal Oman Police's current treatment of dependent parents case by case. The 5 and 10 year investor residency tiers (from OMR 250,000) explicitly cover dependent parents.
The owner's residence permit is a property permit. It does not grant the right to work for an Omani employer, and unlike the investor residency tiers it does not carry business ownership privileges. You can hold and manage your investment property freely. If you plan to work or run a company in Oman, ask us about the investor residency route (from OMR 250,000) or a standard work visa.
Government fees for the residency application are modest, typically OMR 20-50 per person. Title registration fees at the Ministry of Housing are approximately 3% of the property value. There are no hidden Tamlik fees for the residency process. Our service is included in our standard agency agreement.
Permits are issued in renewable cycles: six months to one year under the 2026 residency rules (two-year terms were common under the earlier ITC scheme). Renewals are processed at the Royal Oman Police and are straightforward: you present proof of continued ownership and pay the renewal fee. There is no limit to the number of times it can be renewed. The investor residency tiers run 5 or 10 years per cycle.
